Background
Context
Ghor Province, located in central-western Afghanistan, remains one of the most underserved regions in terms of healthcare access. Geographic isolation, chronic poverty, climate-related disasters, and weak health infrastructure continue to limit service delivery, particularly in remote and mountainous districts.
In 2024, flash floods damaged or destroyed at least 27 health and nutrition facilities, further disrupting already fragile services. Poor road networks and seasonal access constraints severely restrict access to care, especially for women, newborns, and children.
Maternal and child health indicators remain critically high-risk. Limited availability of skilled female health workers and long distances to functioning facilities prevent timely access to antenatal, postnatal, and emergency obstetric care, increasing preventable maternal and neonatal mortality.
Malnutrition and communicable diseases such as acute watery diarrhoea, measles, and pneumonia are widespread, particularly among children under five and pregnant and lactating women, driven by food insecurity and inadequate WASH services.
Nationally, over 22.9 million people require humanitarian assistance, with 14.3 million in need of health services. Ongoing funding gaps threaten further reductions in health service coverage, disproportionately affecting hard-to-reach provinces like Ghor.
In response, the Afghanistan Green Crescent Organization (AGCO), in partnership with Amena Clinic and under AIMA oversight, implements an integrated fixed and mobile primary healthcare model aligned with national and UNICEF-supported service packages. Fixed clinics provide essential MNCH, outpatient care, nutrition, and preventive services, while mobile teams extend coverage to remote and underserved communities, ensuring continuity of care and strengthening referral linkages.
This combined approach has proven effective in increasing access, reducing delays in care, and improving early detection of complications. However, limited transportation and referral capacity remain critical gaps. A dedicated 4×4 ambulance is essential to ensure timely emergency referrals, expand outreach coverage, and strengthen the overall resilience of healthcare delivery in Ghor.
This intervention directly contributes to safeguarding the health and dignity of vulnerable populations, particularly mothers and children, while reinforcing a sustainable, community-trusted healthcare system aligned with national and international priorities.
About AGCO
The Afghanistan Green Crescent Organization (AGCO) is an officially registered Afghan non-governmental, non-political, and non-profit organization, established in 2017 as part of the International Green Crescent movement, which originated in Türkiye in 1920 and now operates in over 90 countries under the International Federation of Green Crescent (IGCF).
AGCO’s mission is to protect individuals, families, and communities from harmful practices and addictions—including tobacco, drugs, alcohol, gambling, and technology misuse—while promoting health, dignity, and resilience. In Afghanistan, AGCO has expanded its mandate to include primary healthcare services, mobile clinics, psychosocial support, disaster and emergency response, and community resilience programs.
Operating across Kabul, Kunar, and Ghor provinces, AGCO has reached tens of thousands of vulnerable families. Its emergency response capacity has been demonstrated through rapid interventions following earthquakes, natural disasters, and other crises. The organization also implements social support initiatives, including distribution of Eid toys and community outreach events, reinforcing social cohesion and providing relief and hope to affected populations. Through these integrated programs, AGCO has established itself as a trusted partner for international donors, government institutions, and local communities.
About Amena Mobile Clinic
Launched in November 2020, the Amena Mobile Clinic is a humanitarian health initiative designed to provide free, accessible, and quality healthcare to underserved populations in and around Kabul, as well as Kunar and Helmand provinces. Registered as a 501(c)(3) nonprofit organization in California, USA, Amena partners with Afghan institutions to deliver essential medical services to women, children, and the elderly who otherwise lack access to healthcare.
In collaboration with AGCO and the Afghanistan Islamic Medical Association (AIMA), Amena Mobile Clinic operates as a field-based mobile service, focusing on primary healthcare, maternal and child health (MNCH), preventive care, and psychosocial support. The Clinic also integrates public health awareness and addiction-prevention messaging in alignment with the Green Crescent mission.
Between 2020 and 2024, Amena Mobile Clinic delivered over 190,000 consultations, including thousands of maternal health visits. In February 2026 alone, the Clinic sustained high-impact outreach across multiple districts, attending to hundreds of patients daily and responding to emergency situations, including earthquake-affected communities. Social initiatives such as Eid Joy distributions have further strengthened community trust, ensuring that even during crises, vulnerable children and families receive care, support, and moments of hope.
Position Details

- Supervises: None (provides technical support to clinic and mobile team staff on pharmaceutical matters)

- Duration: 6 months, with possible extension based on performance and funding

Purpose of Position
- To ensure the overall pharmaceutical management of both fixed and mobile clinic operations in Ghor Province.
- To guarantee the availability, safe storage, proper distribution, and rational use of medicines and medical supplies in line with MoPH and WHO standards.
- To support uninterrupted delivery of essential health services through effective supply chain and stock management systems.
Key Responsibilities
Pharmaceutical Management & Oversight
- Lead and manage end-to-end pharmaceutical operations for both fixed clinic and mobile health teams.
- Ensure timely procurement, storage, distribution, and stock control of medicines and medical supplies.
- Maintain adequate buffer stock to prevent shortages, especially during seasonal access constraints.
- Monitor medicine consumption patterns and promote rational use of medicines across all services.
- Ensure proper storage conditions (temperature, hygiene, safety) in both static and mobile settings.
- Manage safe and compliant disposal of expired or damaged medicines according to MoPH and WHO guidelines.
- Maintain accurate, up-to-date stock records, bin cards, and inventory systems.
Mobile & Fixed Clinic Support
- Ensure continuous availability of essential medicines for mobile outreach missions to remote areas.
- Prepare and manage mobile medical kits in coordination with the clinical team.
- Support integration between fixed clinic pharmacy and mobile services to ensure continuity of care.
Reporting & Coordination
- Prepare and submit monthly pharmaceutical stock and consumption reports to the Team Leader and AGCO management.
- Develop and submit regular medicine requisitions and supply plans based on consumption trends.
- Coordinate closely with doctors, midwives, and nurses to ensure adequacy and appropriateness of drug supply.
- Work with Finance/Admin teams on procurement planning and stock tracking.
Quality Assurance & Compliance
- Ensure full compliance with MoPH pharmaceutical regulations, WHO standards, donor requirements, and AGCO policies.
- Monitor and enforce proper dispensing practices and patient safety protocols.
- Conduct regular internal checks to ensure accountability and transparency in pharmaceutical management.
Capacity Building & Support
- Provide on-the-job guidance to clinic and outreach staff on proper medicine handling and usage.
- Participate in relevant trainings and continuously update professional knowledge.
- Support awareness for patients on correct medicine usage and adherence when needed.
Additional Duties
- Carry out any additional responsibilities assigned by the Medical Doctor (Team Leader) or AGCO management.
Required Qualifications, Skills, and Competencies
Education
- Bachelor’s degree in Pharmacy (required)
- Master’s degree in Pharmacy or Public Health (preferred)
Experience
- Minimum 3 years of relevant experience in pharmaceutical management
- Experience with NGOs, BPHS/EPHS, or humanitarian health programs is strongly preferred
- Experience in supply chain management and remote/mobile service delivery is an advantage
Skills
- Strong skills in inventory management and record-keeping
- Knowledge of MoPH and WHO pharmaceutical standards
- Ability to work in remote and resource-constrained environments
- Effective communication and coordination skills
- Fluency in Dari and/or Pashto; English is an asset
- Computer literacy (MS Office, inventory systems)
