 Background

Context

Ghor Province, located in central-western Afghanistan, remains one of the most underserved regions in terms of healthcare access. Geographic isolation, chronic poverty, climate-related disasters, and weak health infrastructure continue to limit service delivery, particularly in remote and mountainous districts.

In 2024, flash floods damaged or destroyed at least 27 health and nutrition facilities, further disrupting already fragile services. Poor road networks and seasonal access constraints severely restrict access to care, especially for women, newborns, and children.

Maternal and child health indicators remain critically high-risk. Limited availability of skilled female health workers and long distances to functioning facilities prevent timely access to antenatal, postnatal, and emergency obstetric care, increasing preventable maternal and neonatal mortality.

Malnutrition and communicable diseases such as acute watery diarrhoea, measles, and pneumonia are widespread, particularly among children under five and pregnant and lactating women, driven by food insecurity and inadequate WASH services.

Nationally, over 22.9 million people require humanitarian assistance, with 14.3 million in need of health services. Ongoing funding gaps threaten further reductions in health service coverage, disproportionately affecting hard-to-reach provinces like Ghor.

In response, the Afghanistan Green Crescent Organization (AGCO), in partnership with Amena Clinic and under AIMA oversight, implements an integrated fixed and mobile primary healthcare model aligned with national and UNICEF-supported service packages. Fixed clinics provide essential MNCH, outpatient care, nutrition, and preventive services, while mobile teams extend coverage to remote and underserved communities, ensuring continuity of care and strengthening referral linkages.

This combined approach has proven effective in increasing access, reducing delays in care, and improving early detection of complications. However, limited transportation and referral capacity remain critical gaps. A dedicated 4×4 ambulance is essential to ensure timely emergency referrals, expand outreach coverage, and strengthen the overall resilience of healthcare delivery in Ghor.

This intervention directly contributes to safeguarding the health and dignity of vulnerable populations, particularly mothers and children, while reinforcing a sustainable, community-trusted healthcare system aligned with national and international priorities.

About AGCO

The Afghanistan Green Crescent Organization (AGCO) is an officially registered Afghan non-governmental, non-political, and non-profit organization, established in 2017 as part of the International Green Crescent movement, which originated in Türkiye in 1920 and now operates in over 90 countries under the International Federation of Green Crescent (IGCF).

AGCO’s mission is to protect individuals, families, and communities from harmful practices and addictions—including tobacco, drugs, alcohol, gambling, and technology misuse—while promoting health, dignity, and resilience. About Amena Mobile Clinic

Launched in November 2020, the Amena Mobile Clinic is a humanitarian health initiative designed to provide free, accessible, and quality healthcare to underserved populations in and around Kabul, as well as Kunar and Helmand provinces. Registered as a 501(c)(3) nonprofit organization in California, USA, Amena partners with Afghan institutions to deliver essential medical services to women, children, and the elderly who otherwise lack access to healthcare.

In collaboration with AGCO and the Afghanistan Islamic Medical Association (AIMA), Amena Mobile Clinic operates as a field-based mobile service, focusing on primary healthcare, maternal and child health (MNCH), preventive care, and psychosocial support. The Clinic also integrates public health awareness and addiction-prevention messaging in alignment with the Green Crescent mission.

Between 2020 and 2025, Amena Mobile Clinic delivered over 190,000 consultations, including thousands of maternal health visits. In February 2026 alone, the Clinic sustained high-impact outreach across multiple districts, attending to hundreds of patients daily and responding to emergency situations, including earthquake-affected communities. Social initiatives such as Eid Joy distributions have further strengthened community trust, ensuring that even during crises, vulnerable children and families receive care, support, and moments of hope.

Position Details

  • Title: Office & Clinic Cleaner (Male/Female)
  • Location: Ghor Province (fixed clinic and office premises, with occasional support to mobile operations)
  • Reports to: Admin & Logistics Officer / Clinic Coordinator
  • Supervises: None
  • Contract Type: Full-time
  • Duration: One year, with possible extension based on performance and funding
  • Salary Grade: As per AGCO HR Policy

Purpose of Position

  • To ensure a clean, hygienic, safe, and organized environment within clinic and office premises in Ghor Province.
  • To support infection prevention and control (IPC) standards critical for patient safety, especially in healthcare settings.
  • To contribute to maintaining a dignified and healthy environment for staff, patients, and visitors.

Key Responsibilities

Cleaning & Sanitation Duties

  • Clean and disinfect clinic rooms, offices, corridors, waiting areas, and common spaces on a daily basis.
  • Sweep, mop, and maintain floors in both office and clinical areas.
  • Clean and sanitize toilets and washrooms, ensuring availability of water and soap.
  • Empty waste bins daily and ensure safe and proper waste disposal, including basic segregation where required.
  • Clean furniture, windows, doors, and equipment regularly.
  • Ensure all clinic areas meet basic hygiene and IPC standards.

Support to Mobile & Clinic Operations

  • Assist in maintaining cleanliness of areas used for mobile clinic preparation and storage.
  • Support basic cleaning of equipment and supplies before and after outreach activities when required.

Maintenance Support

  • Report any damages or maintenance issues (water, electricity, furniture, etc.) to Admin/Logistics staff.
  • Assist in preparing meeting or training spaces when needed.
  • Support minor office arrangements as requested.

Hygiene & Safety Compliance

  • Use cleaning materials safely and responsibly.
  • Follow AGCO health, safety, and safeguarding policies.
  • Store cleaning materials securely and appropriately.
  • Support implementation of infection prevention and control (IPC) practices in clinic areas.

General Support Duties

  • Assist in serving tea/water during official meetings when requested.
  • Support minor logistical tasks as assigned.
  • Maintain respectful and professional behavior with staff, patients, and visitors at all times.

Required Qualifications, Skills, and Competencies

Education

  • Basic literacy preferred (ability to understand simple instructions)
  • No formal education required

Experience

  • Previous experience as a cleaner in an office, clinic, school, or NGO setting is preferred
  • Experience in healthcare facility cleaning is an advantage
